Is Cyber Essentials mandatory for you?

Requirement levels vary by customer type, from a hard contractual mandate to a strong best-practice recommendation. Find your category below.

Mandatory

Central Government Suppliers

If you want to bid for a central government contract that involves handling personal information or delivering certain IT products or services, Cyber Essentials certification isn't optional, it's a gate you have to pass through before your bid is even considered. This rule has applied to every qualifying contract advertised since October 2014, so buyers will expect to see a valid certificate as part of your submission, not something you're still working towards. Missing it doesn't just weaken your bid, it can rule you out entirely regardless of how strong the rest of your proposal is.

Wider Public Sector Suppliers

Wider public sector bodies, think local councils, education providers, and other non central government organisations, use the same kind of contractual gate as central government, but the list of contracts it applies to sits in its own policy documentation. If your contract type is covered, certification becomes a condition of the contract itself, not a nice to have you can pick up later. Suppliers who assume this only applies to Whitehall departments are often surprised to find their local authority contract carries the exact same requirement.

MOD Suppliers & Sub-contractors

Every new MOD requirement now carries a Cyber Security Model risk assessment, and depending on how sensitive the information or systems involved are, that assessment can call for anything from a Cyber Essentials certificate through to higher assurance levels. This applies right down the supply chain, so being a sub-contractor rather than a prime doesn't automatically take you out of scope. Defence buyers treat this as part of onboarding you as a supplier, so it's something to sort out early rather than after you've already won the work.

NHS & Healthcare Suppliers

NHS organisations increasingly build Cyber Essentials into how they check a supplier's security before letting them near clinical systems or patient adjacent data, often referencing it through DSP Toolkit aligned assurance processes. Even where it isn't a hard legal requirement in the way government procurement rules are, plenty of NHS trusts and frameworks now treat it as an expected baseline for any supplier in their chain. If you supply into healthcare and haven't been asked for it yet, it's realistic to expect that question on your next framework renewal or tender.

Grant-Funded Organisations & Charities

Some grant funders now write a specific security condition into the funding agreement itself, requiring that any IT network or equipment used to handle OFFICIAL information meets the Cyber Essentials technical standard, checked by an independent assessor rather than taken on trust. For a small charity, this can catch people out because it's buried in the grant terms rather than flagged as a headline requirement. If your funding agreement mentions a security standard for handling official or sensitive information, it's worth checking the exact wording rather than assuming it's boilerplate.

SMEs Bidding for Public Sector Contracts

For an SME, Cyber Essentials often becomes the line between being allowed to bid and being turned away before your proposal is even read, regardless of how good your pricing or track record is. Public sector buyers apply this requirement uniformly, so a smaller business doesn't get treated any differently to a large supplier once a qualifying contract calls for it. Getting certified ahead of time means you're never the business that has to withdraw from a tender at the last minute because the paperwork wasn't ready.

Suppliers to Large Enterprises / Prime Contractors

Large enterprises and prime contractors are asking smaller suppliers in their chain to prove basic security hygiene well beyond what government procurement rules require, usually through vendor security questionnaires and supply chain risk reviews. Cyber Essentials gives you a recognised, independently checked answer to hand over instead of filling out the same self assessment form differently for every client. It won't cover every question on every questionnaire, but it closes off a large chunk of the basic technical ones in one go.

Businesses Seeking Cyber Insurance

Insurers are paying closer attention to basic cyber hygiene before they'll offer cover, and for good reason, most successful attacks exploit exactly the kind of gaps Cyber Essentials is designed to close. Some insurers offer a reduced premium once you're certified, and a growing number set it as a condition of cover rather than just a discount. Even where it isn't mandatory, it gives you something concrete to show an insurer or broker instead of just answering yes to a checklist question and hoping it holds up if you ever need to claim.

Startups & Scale-ups

Getting Cyber Essentials early gives a young company a credible, independently checked answer the moment an enterprise client, investor, or public sector prospect asks the security question, rather than scrambling to build one from scratch mid deal. It signals that security was treated as a real part of how the business runs from early on, not bolted on after a scare. For a startup trying to win its first serious enterprise or public sector client, having this in place before it's asked for can be the difference between moving fast through a sales cycle and stalling in a security review.

Sole Traders & Freelancers

Working alone doesn't make you invisible to attackers, in fact a single laptop with no IT team behind it is often an easier target than a larger business with dedicated security staff. Certification gives clients a quick, credible signal that you take basic security seriously, which matters more than people expect once you're handling anyone's personal or financial information as part of your work. It's also one of the few security credentials genuinely built to be achievable for a business of one.

Any UK SME (General)

The National Cyber Security Centre recommends Cyber Essentials as the minimum standard for organisations of any size because it directly targets the small number of basic mistakes that let most common internet based attacks succeed in the first place. You don't need to be a target of interest to a sophisticated attacker to get hit, most attacks are automated and opportunistic, looking for exactly the kind of unpatched device or weak password this standard is built to catch. For most SMEs it's less about ticking a compliance box and more about closing the gaps that would otherwise leave the business exposed to the most common threats it will actually face.

Common questions

Cyber Essentials is a UK government-backed, NCSC-recommended certification scheme that verifies your organisation has five core technical controls in place (firewalls, secure configuration, access control, malware protection, and patch management) to protect against the most common internet-based attacks.

Cyber Essentials is a self-assessed questionnaire verified by an assessor. Cyber Essentials Plus adds an independent, hands-on technical audit and vulnerability scan of your systems, required for higher-assurance contracts.

It's mandatory for many central government, MOD, and wider public sector contracts, and increasingly expected by enterprise clients and insurers. See our Who Needs It pages for guidance specific to your sector.

We're a new company, so we don't have a published pass rate yet. What we do have is a structured readiness review before you formally submit, designed to catch issues before they cost you a resubmission.
